There's now a functioning public domain search available:

   Public Domain Beta Search

It's mainly a search of US federal government sites. Excluding the local and state sites (which are generally not public domain) is by far the biggest challenge, and will take a long time to complete. If you do find local or state government sites, please list them under Add to exclusion list at the bottom of the project page. Thanks!

Also feel free to suggest any other public domain sites. (Not public access, not CC or GFDL licensed, and especially not anything with a non-commercial clause, as these are not public domain. They can go in a different search.)

Note that you're responsible to make sure that any page found by this engine is actually public domain before using it as such. See Appropedia open content search for more details.
